Abstract

 

ABSTRACT

The main objectives of this research are: i) to study the regional public administration in accordance with the good governance: A Case Study of Bangkruai District, Nonthaburi Province; ii) to compare the opinions of the personnel working towards the regional public administration in accordance with good governance classified by personal characteristics; and iii) to reveal problems, restraints, and recommendations of regional public administration in accordance with the good governance: A Case Study of Bangkruai District, Nonthaburi Province. Descriptive research was carried out in this study. The 225 samples working in Bangkruai District, Nonthaburi Province were drawn in this study. The rating scale and open-structured  questionnaire with reliability value equal to 0.981 was used for data collection. Program for social science research was employed  for data analysis by using statistical techniques such as frequencies, percentage, average, standard deviation (S.D) for describing data from variables or personal characteristics. The analysis was also done through t-test for analysis the hypotheses in order to test the average difference between the two groups and F – test.

The main findings of this research are concluded as follows :

1. The opinion of the regional public administration in accordance with the good governance : A Case Study of Bangkruai District, Nonthaburi Province, as a whole, was of the more level (  = 3.54). Considering as a particular, their opinions were of the more level in all aspects.

2. The results of comparing the opinions of the personnel working for the Office of Bang Kruai District towards the regional public administration in accordance with good governance indicated that, as a whole, the opinions of the ones with different sex, age, education level, position, and working experience were of statistically significant difference at 0.05 so that the relevant hypothesis set forth could be accepted. But, those of the ones with different marital status and monthly income, as a whole, were not of statistically significant difference at 0.05 so that the relevant hypothesis set forth could be rejected.

3. The results of revealing problems, restraints, and suggestions could be concluded as the following.

    Problems: Lacking policy transfer to the personnel especially the subordinates working never closely to immediate superior so that they had had no chance of knowing relevant information; Lacking voluntary cooperation given by the personnel of all levels; Giving any of subordinates the assignments discriminately; Doing any of subordinates a favor with discrimination; Promoting any personnel with discrimination; Lacking justice; Having some conflicts of interest; Being inferior of internal audit; Having a thorough transparency upon certain sections only.

    Restraints: Becoming obsoleteness of many rules, regulations, and orders; Performing jobs without standardization; Making no a thorough decentralization; Being kept a strong centralization by certain executive; and, Being not attentive to the participation.

    Suggestions: The executive should always keep in touch with all of his or her personnel, and simultaneously learn them the hints of administration in accordance with good governance. Any executive of every organization should have a thorough consideration upon all of the six elements of the good governance, i.e., the rule of law, ethics, transparency, responsibility, public participation, and the value of money. And, because the good governance had functioned as the best means of performing regional public administration, it was also suitable to be used in administering every organization as to make and lead it be developed efficiently.
