THE PERSONNEL MANAGEMENT OF SUB-DISTRICT ADMINISTRATIVE ORGANIZATIONS IN MUANG DISTRICT, PHITSANULOK PROVINCE

Abstract

  The objectives of this research were: 1) to study the personnel management of the Sub-District Administrative Organizations according to the employees' opinion of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province, 2) to compare the personnel management of the Sub-District Administrative Organizations according to the employees' opinion of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province by classifying on the personal factors, and 3) to study the problems, obstacles, and suggestions for the personnel management of the Sub-District Administrative Organizations according to the employees' opinion of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province. 

This research applied the Mixed Research consisting of the qualitative and quantitative research. The sample was 244 employees from 625 employees of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province. The tools of the research were questionnaire and interview. The statistics for analysis data used Frequency, Percentage, Mean, Standard Deviation, t-test and F-test with One-Way ANOVA and Least Significant Difference: LSD. at 0.05 of statistical significance.
Results of the Research
1. Overall, the personnel management of the Sub-District Administrative Organizations according to the employees' opinion of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province was at the high level ( = 3.71). When considering each aspect, it was found that the personnel management in the human resource maintenance and protection was at the highest level ( = 3.74), the personnel management in the human resource development and the human resource provision were 3.73 and 3.71. However, the personnel management in giving the reward to the human resource was at the lowest level ( = 3. 67). 
2. The employees having the different sex, age, degree of education, income, and work experience had no the different opinion toward the personnel management of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province. 
3. The problems, obstacles, and suggestions for the personnel management of the Sub-District Administrative Organizations in Muang District, Phitsanulok Province were that the administrators of the Sub-District Administrative Organizations applied the patron-client system in the human resource provision, gained the advantage in the appointment of the employees, did not support the human resource development, allocated no enough budget, supported the human resource development discontinuously, allocated no enough budget to the provision of the welfare for the employees with the living expenses, gave the importance for their relatives in the consideration of the feat, and had no the policy for making the good relationship between the administrators and the employees and the policy for give advice to the employees. Moreover, the employees did not relate to the organization because the employees removed frequently.
The suggestions were that the administrators should abstain from the four Agati (the wrong course of behavior), and apply the Hetthima-disa (servants and workmen as the nadir), the four Sangahavatthu (bases of social solidarity) and the Dhamma principles for the good administrator, the justice, the problem consideration, the decision, the command , and the working.
