Abstract

            Objectives of this research were: 1. to study the human resource development of Lamtasao sub-district municipality Phranakornsriayutthaya province, 2. to compare the opinions of personnel on the human resource development of Lamtasao sub-district municipality Phranakornsriayutthaya province, classified by personal factors and 3. to study the problems, obstacles and suggestions to improve the human resource development of Lamtasao sub-district municipality Phranakornsriayutthaya province.

                  Methodology of this research was the mixed methods research of the qualitative and quantitative researches. The quantitative research collected data from 128 samples selected by stratified random sampling of 191 persons who were personnel of Lamtasao sub-district, Phranakornsriayutthaya province, using the Kreicie and Morgan’s formula. The tool used for data collection was 5 levels rating scale questionnaire with at reliability level of 0.916. Statistics used to analyze data were frequency, percentage, mean, standard deviation, T-test, One Way Analysis of Variance and Least Significant Different: LSD. For qualitative research, Data were collected from 12 key informants by face-to-face-in-depth-interviewing and analyzed by descriptive interpretation.

 

                  Findings were as follows:

                  1. The level of human resource development of Lamtasao sub-district municipality Phranakornsriayutthaya province by overall was at high level (  = 4.33, S.D. = 0.100). Each aspect indicated as: 1) Development aspect, development level was at high level (  = 4.34, S.D. = 0.182), 2) Education aspect, development level was at high level (  = 4.32, S.D. = 0.164), 3) Training aspect, development level was at high level (  = 4.32, S.D. = 0.166) and all aspects were at high levels.

                  2. The comparison of human resource development of Lamtasao sub-district municipality Phranakornsriayutthaya province classified by personal data indicated personnel with different gender, age, educational background, position and working duration by overall did not have different opinions, rejecting the set hypothesis.

                  3.  Guideline of human resource development of lamtasao sub-district municipality Phranakornsriayutthaya province were: 1.Training was professional and skill development according to goal of organization focus on training for personnel to be discipline and ability to work accordance with good governance, 2.Education was an academic development for personnel to have higher level of knowledge by focusing on subjects that are in line with the job. There are a processes that are motivating and encouraging personnel to study more. 3. Development was life’s knowledge development which was attitude of personnel to create relationship on individual and organization level to have art for working.
