Development Process of Educational Quality Assurance Model in School under the Primary Educational Service Area Office

Abstract

The objectives of this research were; 1) to study the state of internal quality assurance, 2) to develop the internal quality assurance process, and 3) to propose the internal quality assurance process of schools under Office of Primary Education Service Area.  The mixed research methods were used in the study. The quantitative data were collected from 297 samples through questionnaires and analyzed by percentage, mean and standard deviation. The qualitative data were collected from in-depth interviews with 10 key-informants and focus group discussions with 10 experts.

The study results found that:

1) The state of internal quality assurance of schools under Office of Primary Education Service Area was at a highest level overall. The highest level was on Standard 4: Effective Internal Quality Assurance System, followed by Standard 1: Education Results, Standard 2: School Administration and Management, and Standard 3: Teaching and Learning that focuses on learners, respectively.

2) The development of the internal quality assurance process of schools under Office of Primary Education Service Area indicated that; Standard 1: Education Results, it was focused on EIS innovation, Active Learning, Problem Based Learning, Project Based Learning, and Learning through technology, Standard 2: School Administration and Management, the administration was adjusted to cope with the 20-year strategy by building internal and external networks, Standard 3: Teaching and Learning that focuses on Learners, learners had chances to participate in learning activities through projects and self-learning access, and Standard 4: Effective Internal Quality Assurance, the operation process system divided personnel into 3 groups; operation board, cooperation board, and assessment board.

3) The proposed process of internal quality assurance of schools under Office of Primary Education Service Area consisted of 1) Quality Control, 2) Quality Audit,     3) Quality Assessment, and 4) Educational Quality Assurance Approval. The process was operated by PDCA, internal quality control, project, plan, activity, objective, operation, monitor, and verification according to IPOI (Input, Process, Output, and Impact).
