A Guideline to the Ethical Development for the Satellite Television Operators in Thailand based on the Buddhist Integration

Abstract

This dissertation entitled “A Guideline to the Ethical Development for the Satellite Television operators in Thailand based on the Buddhist Integration” consisted of three objectives: 1) to study concepts, theories, and problems of satellite television operators in Thailand, 2) to study the Buddhist teachings on ethics of satellite television operators in Thailand, and 3) to propose a guideline to the ethical development for the satellite television operators in Thailand based on the Buddhist integration. This was a qualitative research with the data collected from documents and in-depth interview by defining the research framework according to the objectives.

From the study, it was found as follows:

 

There were many concepts and theories of Journalism that described the unethical practices such as the lying and deception of inaccurate information, the bias of Journalism that was not in line with the ethical principles, the conflict of interest in Journalism and the lack of kindness and compassion of Journalism, etc.           

The ethical problem of satellite television operators was that the majority of the operators were still lack of ethics and professional responsibility in working. The current problems in the society such as the problem of hate speech, abhorrence, disharmony, exaggerating of products and excessive advertising problems, the problem of propaganda and problem of obscene tv programs. This problem was had a negative impact on the audiences and society. Which, if not resolved, would have a broad impact to the consumers as there were many households of the consumers throughout the country.

 

 

The Buddhist teachings that were consistent and appropriate for integrating with the ethical development methods to resolve the current problems consisted of the Noble Eightfold Path, the Five Precepts and the Five Dharma, the Four Sublime States of Mind and the Prejudice as follows.

1)  The application of the Noble Eightfold Path (Ariya Aṭṭhaṅgika Magga) to integrate with the guideline of promoting the adoption of the new edition of the Journalism Code of Ethics Act as soon as possible so that all media would be under the same professional journalism organization and have the self-regulator of satellite television. From this application, it would result in good behavior in body, speech, and mind.

2) The application of the Five Precepts (Pañca-sīla) and the Five Dharma (Pañca-dhamma) to integrate with the objection or not supportive of the satellite television channel that broadcasted illegal or unethical contents, with the strict penalties from the Office of the National Broadcasting and Telecommunications Commission. From this application, it would result in good thought, good speech and good action, without violating the law and morality. 

3) The application of the Four Sublime States of Mind (Brahmavihāra) to integrate with the promotion of organizing a forum, training, camping, and seminar by the Office of the National Broadcasting and Telecommunications Commission and the Professional Journalism Organization by using the process of dialogue and collaboration in order to promote the concept of cooperation, having good wishes for each other, having affection and compassion to fellow human beings, which would result in good behavior comprising of affection, good wishes and desire for another person to be free from sufferings with wisdom.

 

4) The application of the Prejudice (Agati) to integrate with the promotion of having experts or organization from outside the Office of the National Broadcasting and Telecommunications Commission to take part in the issuance of regulations, guidelines, and penalties in order to be fair and impartially in judging the ethical misconduct. Including, the promotion for operators to present news or program with neutrality, appropriateness, and without any bias, which would result in fair and unbiased behavior.

 

 As mentioned earlier the results of the research were as Follows : "NFFFP = Good Satellite TV Operator Model",N”(the Noble Eightfold Path) “F”(Five Precepts),  “F”(Five Dharma),  F”(Four Sublime States of Mind) and P”(Prejudice)
